| Funds It has been a long standing policy of the Trust to
see that Government capital in the state and the district marked out for water and
sanitation should be going into these programmes first before the Kassar Trust invests its
own limited funds. The Trust has for example been quite successful in mobilising Jawahar
Rozgar Yojana (JRY) funds given out to each village for its development. The current
policy of the Trust makes it obligatory for each village to contribute its JRY funds first
if it wants the Trust to extend its help in constructing drinking water schemes.
Kassar Trust has been successful in accessing funds from the Government of Uttar Pradesh
under its Swajal Project. This project is financed largely by a World Bank loan, but
partly also by grants from the Government of India and the State Government.
"The aim behind this interaction is not so much to generate funds for the Trust and
its programmes as to use its influence to bring about more practical changes in the
development policy and plans in the area and better overall utilisation of development
funds"
During 1998, the Trust has generated
Rs 39,500 for the Drinking Water Programme
Rs 279.335 was generated for training programmes
Rs. 4,000 was generated for networking activities in Uttarakhand
Rs. 301,224 was generated for Health and Environment Awareness Programme funded entirely
by Swajal, Government of UP
A total of Rs. 624,059 was generated from the Government sources. We hope to see this
maintained over the coming years specially from the Block Development Office through its
JRY funds.

Networking with
Government agencies is proving to be more stable on the long run than that with NGOs. Most
NGOs interacting with the Trust have been interested in acquiring the Drinking Water
Technology that the Trust has developed. The moment the acquisition is over the NGOs stop
their interaction. While this is a good thing in the sense that the technology is being
spread, other major issues concerning the hills where some sort of success is only
possible through joint action (i.e. in the field of Govt. policy covering mining, forestry
etc.) is not materialising. We have to suppose that the time is still not ripe for the
formation of an open association of NGOs free of politics and narrow selfish motives. But
unless an effort is made this is not going to happen soon.
Meanwhile the Trust has
to rest content in going and meeting other NGOs and acquainting itself with their
activities/ priorities of the NGOs operating in Uttarakhand and in India in the field of
Drinking water and other related fields.
